Service Provision in a Changing Arab World

2nd Annual Conference for the Yale Program on Governance and Local Development

April 9 & 10, 2015

In the past four years, Arab states have experienced a myriad of changes. From revolutions to civil conflicts, the region has been in a state of significant transition and transformation. The dominant narrative in both media and scholarship has focused on national-level changes and policies, largely overlooking changes taking place on the local level. As a result, movement on the ground regarding the organization of politics and policies has been predominantly relegated to a place of insignificance, garnering little attention or merit.

This conference focuses on governance and service provision, emphasizing factors that explain variability at the local level. Bringing together a multidisciplinary group of scholars and practitioners, the conference will focus on themes dealing with obstacles and opportunities to providing public services in the face of instability across the region. It comprises four panels: Challenges for Service Provision, Service Provision in Conflict Zones, Refugee Populations and Local Service Delivery, Service Delivery in Transition States, and a final roundtable. The conference aims to advance theoretically based, policy relevant research and discussion that can advance instruments for assessing and advancing governance and service delivery at the local level.
