Panels 1 and 2 will review the impact of shale oil production on environment and climate, including its consequences for the management, sustainability, and renewal of water and agricultural resources and the potential for environmental degradation, insecurity and conflict.

Panel 3 will consider the human ecology of shale oil production, including its impact on health and development, migrations of labor and capital, food security, and environmental refugees.

9:30-11:00   PANEL 4: POLITICAL ECONOMY OF SHALE OIL

Panel 4 will examine the political economy of shale oil production and its impact on energy demands and supplies, oil prices and financial markets. The panel will also address domestic economic and legal constraints of shale oil extraction.

11:15-12:45   PANEL 5: POLICY IMPLICATIONS

Panels 5 and 6 will assess the foreign policy dimensions of shale oil production, especially as they pertain to the involvement of the US in the GCC/MENA region. It will consider connections between energy dependence, political governance, and prospects for democratization, as well as the consequences of shale production for regional balances of power, stabilities, or vulnerabilities.

Dr. Thomas L. McNaugher is a Senior Visiting Professor in the Security Studies Program of Georgetown University’s School of Foreign Service
